This is not surprising given the fact that Congress repealed the law and the administration has publicly said that they believe the law to be unconstitutional. I doubt there will be any appeal, either.

From the sound of it, it was needed to say "Now, get on with it."  because they were still enforcing things and there is confusion, (quite apparent from the article).

Hi Peter!  Glad you made it to the new board.  I'm not really sure why they bothered either, but I suspect it had something to do with the long time it was taking to implement the change, especially since the administration decided and stated publicly the original law was unconstitutional. Still most courts seem to take any excuse not to have to actually rule.
