Yes, it is set up that way deliberately to help people follow the rules, which require quoting.

Not 'only... now;' this has been the case on TC since 2007, when we switched forum software from Beehive, which automatically provided a trackback link to the post being replied to, to SMF, which didn't. Since those trackbacks are essential for staff to keep track of who said what to whom if a rules issue comes up, we set the forum to default to 'reply-with-quote' to provide those trackbacks.

You can, but it'd be a violation of the rules. Or more precisely: you can delete the quoted text (we encourage trimming quotes to only the bit you're replying to anyway, and don't object if you delete all the text), but don't delete the quote code (the bits inside the square brackets).

Also, when deleting all the text, you'll need to make sure there is something between the opening quote code and the closing quote code, or the forum software does weird (but not interestingly weird, alas) things. It's enough for each code-bit to be on a different line, which you might not even have to do anything extra for (it depends on just how you highlight the text you're about to delete), but it's a good idea to check to make sure this is the case before you hit 'post'.
