The cause turns out to be heat produced by the spacecraft. The problem apparently does not show up on other spacecraft (like the Voyagers) because they don't spin the way the Pioneers do.

This kind of thing is what I call The Corduroy Pants Factor. It might not be photos pushing back against headlight subtly, but in the end, there will be delays.
