Thanks for this, and also to Darkhawk and Randall for their perspectives. I should have thought of much of this myself, since the same factors are at work in many other parts of the country.

I recall reading that Texas may turn from a red state to purple in not too long, what with Latino population growth there. That would be seismic.

It's the only option left, since Lani Guinier's much more sensible approach to empowering minority voters was shot down by the right.

Such as her idea of super districts?  Ala proportional voting where the entire state elects X number of Reps rather than Congressional districts?  From the article:

The devil must be in the details.  

I would think that gerrymandering would still exist - since there is still only one winner for a district. I'd expect most people to vote for just one candidate, using all their votes for that candidate. It would still make sense to put as many of one type of voter in one district - whether that type is by race (Black vs white), party (GOP vs Democrat) or wing of a party (religious GOP vs free market GOP).

I'd think it could also result in what has been seen with popular 3rd party candidates for the Presidency - Perot, Nader, etc take away enough votes from the more centrist of the GOP or Democrats giving a win to the other side.

I'd be curious if this is actually being used in any 1st world country.

Unless they are going to get rid of districts for members of the House.  So New York each citizen of New York would get 29 votes to cast for up to 29 candidates.  

I'd think that you'd have to ensure your minority group only has a few candidates running - if there is one X candidate running, sure she's a shoe in for enough votes by almost all the X group.  If you have 40 of X running, none of them might get elected.  

Yeah, it gets at least one of X group in, but just as easily leads to machine politics to ensure only a very few X candidates for a given office run.
