I can believable a teacher doing that (and should probably be fired for some of it assuming the story is accurate). When they start going over the entire school, however, I begin to wonder if they are looking for issues as some of that sounds quite legal.

Well, it doesn't seem to have anything to do with the teacher's mental health, but she DOES sound like the kind of zealot I grew up surrounded by, especially in the public schools back home, and this sounds pretty familiar. I'm just surprised anyone's doing anything about it.
