with this pentagram I lay protection both night and day, and the one who should not touch, let there fingers burn and twitch. I now invoke the law of three. This is my will so mote it be

Rebound is more a term for spells. "Touch" means he's talking about physically- so people will have a physical reaction to know to put it down or stay away from it. Law of 3 is the Wiccan belief that what you send out will come back 3 fold, good and bad. I take that to mean the protection should be 3 times as strong.
