By that standard literally any action anyone takes to advance their goals is kind of selfish. It's not like magic is the only thing that can have consequences that other people don't like.

Not sure if you're asking us, or stating your own definition, but ...

Since theurgy involves asking gods for help, those gods can always say 'request denied' if they disapprove of what you're trying to do.

I recommend you good theroretical book about theurgy. Iamblichus: Theurgia or On the Mysteries of Egypt. Is free on net, try google. Theurgy was the basic practice of ancient mysteries.
Hindu bhaktiyogis do sometimes the same. See Ramakrishna and his vision mother Kali for example.
