This has been puzzling me for a while.
Do you sprinkling the space with salt and water..then cast circle.Or. Do you cast circle first..then sprinkle with salt and water.

That depends on what your theory of what the salt and water is doing, and what the scribing of the circle is doing.

In my tradition, we do the salt+water (and incense censing, which is air and fire) before we scribe the circle: it prepares the space, and brings the fundamental four elemental building blocks into the space we're using for the first time.

Other traditions set up the circle (create a sealed space, energetically) and only then bless what's going in there (salt+water + incense).

Other traditions use salt and water as part of the banishing, in which case it makes even more sense to do it before you create the controlled space, because banishing stuff inside a sealed space means it's in there with you. Not so useful, energetically.

I prefer to clear my workbench before laying out my tools for the project I'll be working on.  This behavior works for both magical and mundane processes.  More specifically, for casting a circle I'll clear the working space with saltwater and sometimes with incense or smudge sticks.  Once that's completed then I'll focus specifically on laying out the circle.  This allows me to have a clean space to layout my circle and then to set the boundary for sacred space.

Honestly, it's not really all that different, for me, than cleaning the kitchen counter before making dinner.  ;)
