Yep, anarchism isn't against rules, it's just against rulers (read:hierarchy).

Our bedrooms were never inspected but my first set of flatmates had a jarred candle (might have been a Yankee candle) out in the living space and a word was never said. I'd imagine they're safer too :)
They tried to come into the bathroom once when I was wrapped in a towel! I was like 'HELLO! Can you not hear the shower going?! I'm in the nip!' XD Oh college accommodation memories.... :rolleye::

If you know the times for inspection I'd just hide the candles for that, then take them back out when they leave :P Maybe replace them with flowers or LED candles to hide the empty spots :D:

Well, how often are all three in the same place at the same time?  Technically, you only know you have a cat when you can see it.  ;)
