Disappearing "Rate Thread" link

I've noticed that sometimes I have the "Rate Thread" link at the top of a thread page, and sometimes I don't. I usually see it just once, when I'm reading a thread for the first time; if I go back to the same thread later, I don't see the "Rate Thread" link anymore.

Anybody else having this problem?
